Immediate relatives of United States citizens or permanent residents may apply for permanent residence.

Immediate relatives of United States citizens can immigrate to the United States and are exempt from quotas, thus their application is not subject to numerical limitations. Immediate relatives include spouses, minor children (under 21 years of age) of U.S. Citizens and parents of U.S. Citizens who are over 21 years in age.
